MOU Signing between Autonomous Bougainville Government and Papua New Guinea National Trade Office
The Autonomous Bougainville Government (ABG) Minister for Commerce, Trade, and Industry, Hon. Patrick Nisira, and high-level political leaders gathered today to mark a momentous collaboration between the ABG and the Papua New Guinea (PNG) National Trade Office. The occasion witnessed the signing of a crucial Memorandum of Understanding (MOU) aimed at strengthening trade and investment ties and building capacity in the region.
The event was graced by the presence of Deputy Chief Secretary Policy Stephine Elijah and senior officers from the ABG’s business arm of government, who joined Hon. Patrick Nisira in representing and acknowledging this significant collaboration.
Recognizing the importance of collaboration under the Bougainville peace agreement, where trade and investment play pivotal roles, the ABG seeks the support of the national government to strengthen capacity building for trade and investment in preparation for independence.
Mr. Alex Kerangpuna, Secretary for Commerce, Trade, Industry, and Economic Development, Bougainville Administration, highlighted the region’s abundance of resources and previous MOUs, including the one with the Melanesian Spearhead Group, where PNG is also a participant. He stressed the vital need for successful implementation of the new MOU to address capacity building requirements and set an example for other agencies involved.
To strengthen the ABG’s capacity in trade negotiations and international trade, the MOU facilitates the attachment of three officers with the National Trade Office for an initial three-month period, extendable to six months. This attachment aims to provide valuable exposure and skill development for the officers to contribute significantly to the region’s economic growth.
Mr. Kerangpuna expressed the ABG’s commitment to the MOU’s successful implementation and sought support and supervision from the National Trade Office’s senior officers. The goal is to ensure the officers gain valuable insights and knowledge on trade negotiations to effectively capitalize on existing trade agreements between PNG and its trading partners.
In conveying gratitude for the opportunity, Mr. Kerangpuna expressed appreciation on behalf of Hon. Patrick Nisira, the Bougainville Government delegation, and the Autonomous Region of Bougainville. The collaborative efforts aim to strengthen the region’s capacity in trade and investment and drive economic growth.
Mr. Richard Yakam, The Chief Trade Officer Representing National Trade Office, expressed enthusiasm for this partnership and praised the efforts of Hon. Patrick Nisira and Mr. Alex Kerangpuna in promoting trade in the region. He highlighted trade as essential for every nation and pledged the National Trade Office’s dedication to the success of the Autonomous Bougainville Government.
Mr. Yakam stated, “This MOU represents a strategic step towards harnessing the wealth of opportunities in the Autonomous Region of Bougainville. By leveraging our strengths, we aim to create a conducive business environment, encourage private sector participation, and boost job creation and economic diversification.”
Moving forward, the National Trade Office of Papua New Guinea is committed to supporting the MOU’s implementation and working closely with the Autonomous Bougainville Government. Together, they will identify specific projects, facilitate trade missions, and explore investment avenues in key sectors, driving sustainable growth in both regions.
The signing ceremony marks a momentous occasion in building the capacity of the Autonomous Bougainville Government and generating economic opportunities for the region.
